Remember how Lara Croft showed to be a character not worthy of a 1 seed after her very first match? The same philosophy applied here. Goemon may not have broken 30% on Pac Man like Chop Chop Master Onion managed on Lara Croft, but he came close enough. Furthermore, more people chose Solid Snake to defeat Squall than they did Pac Man to defeat Goemon.

Exactly.
Pac Man may be a gaming icon in his own right, but his weakness was shown right out of the gate. Pac Man doesn't really have a large fanbase on GameFAQs, assuming he has a fanbase outside of his status in the first place. And because of this weakness, he would eventually go down as one of only three non-Halo 1 seeds to ever allow a 16 seed to break 25% on them, with Mario and Lara Croft being the others. But because Mario's match with Servbot was the first match ever in a contest, Servbot's result can be taken in jest.
Allowing Goemon, who most people still have yet to hear of, to come close to breaking 30% on you is very bad news. And Pac Man, like Lara Croft, simply did not perform up to their seedings right out of the gate in this contest. Whether or not those matches were flukes had yet to be seen, but it was somewhat obvious that neither character deserved their 1 seed.
