Blue is no slouch and can easily back up his arrogance with strength and a cocky retort
By the time Pokemon G/S/C rolls around, Blue has become the Gym Leader of Viridian City, replacing Giovanni, and he holds your 16th and final Gym Badge of the game. He is the second-to-last greatest threat in the game despite appearing so late with one of the best Pokemon teams assembled.
